Governor Signs into Law Permit Process Improvements to Help Housing

New Law Will Create Efficiencies in the Final Plat Approval Process for Subdivisions

Bellevue, Wash—April 27, 2017—Governor Jay Inslee today signed into law Senate Bill 5674, providing a local option to allow administrative approval of the final plat process. The bill, sponsored by Senator Guy Palumbo (D-1st District) and Senator Joe Fain (R-47th District), will provide significant efficiencies in many jurisdictions where it can take a long time to get a final plat through the legislative process.

Shannon Affholter, executive director of the Master Builders Association of King and Snohomish Counties, explained why the bill is one of the Association's top legislative priorities: "Allowing local governments to delegate final plat approval to planning directors or other designated authorities will save our members weeks or even months of delay in getting on Council agendas for final approval in what is largely a pro forma action," he said.

"The new law is a positive step forward for housing affordability because it will bring greater efficiency to the permit process," Affholter added. "In homebuilding, time is money. Anything that reduces unnecessary delays in the permit process helps to lower another cost pressure on housing."

The preliminary plat application provides an opportunity to appeal, so making the final plat approval process administrative will not remove the opportunity for public input or appeal.

$30,000 in Scholarship Funds Available to Students Enrolled in Residential Construction Programs

Deadline to Apply is April 30, 2018

BELLEVUE, Wash—April 23, 2018—Nearly 82 percent of construction businesses struggle to find qualified skilled labor, according to a 2017 survey conducted by the Master Builders Association of King and Snohomish Counties (MBAKS) and Redfin. This labor shortage, area companies say, is a factor in too few homes being constructed and contributes to higher home prices.

In an effort to develop skilled labor for the industry, bring more homes to market, and help ease the costs of housing, MBAKS is working to attract more high school and college students to exciting careers in the construction and trades industries through education programs and scholarships.

Each year, MBAKS offers $30,000 in scholarships to students who are seeking education related to the homebuilding industry and are enrolled at qualifying technical, community college, and university-level programs within Washington state. Students can apply at mbaks.com/scholarships.

December 2019 permit numbers show the Seattle metro area ended the year with a modest 3% decline in single-family permits and a 5% drop in multifamily permits compared to 2018. The overall decline for the metro area was driven by King County, which ended the year with 14% fewer single-family permits. However, Snohomish County saw an 11% uptick in single-family permits, and Pierce County was up 3%. For multifamily permits, the year-end decline for the metro area was driven by Pierce County, which saw permits drop 43%. Meanwhile, multifamily permits rose 13% in Snohomish County and remained flat in King County.
