Seattle Metro Permit Volume Drops in Q1 2025

New permit data show a 33% decline in permits in the Seattle metro area in the first quarter of 2025 compared to the same period last year. While single family permits saw a modest increase in King and Pierce counties through March of this year, they fell 43% in Snohomish County. Multifamily permits were down 46% across our metro area during Q1 2025 compared to last year, with the biggest decline in King County. Pierce County was the only county to see an increase in multifamily permits during the first quarter.

This year’s housing solutions breakfast highlighted local permitting changes to make home happen now. We’re thankful to have hosted Senator Mullet as our keynote speaker and a panel of local leaders including North Bend Mayor Rob McFarland,  Auburn Director of Community Development Jeff Tate, and Mill Creek Mayor Brian Holtzclaw, moderated by Snohomish County Executive Director Ken Klein.

The discussion focused on the important role a timely, predictable and fair permitting review process plays in our region’s ability to respond to the housing crisis. In recognition of its importance, on May 8, 2023 Governor Inslee signed into law  Senate Bill 5290 (sponsored by Sen. Mullet) aimed to reduce permit review timelines and facilitate swifter, more predictable construction. This new law will streamline the permit review process by requiring local governments to adopt and report timelines. To help jurisdictions comply, it also established grant programs and permit processing enhancements. This address historically slow permit processes that have elevated housing costs.

MBAKS is ready to serve as a resource with tools and best practices jurisdictions can implement now to comply with the new requirements.  The Housing Toolkit is intended to serve as a guide for local governments, listing specific code updates and process improvements jurisdictions can take to help provide more diverse, affordable housing. As an additional resource specific to SB 5290, MBAKS developed an overview of requirements and best practices to consider when implementing.

The Building Industry Association of Washington has received a 2018 City Champion Award in the Partners for Progress category from the Association of Washington Cities (AWC).

The award was given to BIAW and other partners, including MBAKS and several of its members, for finding common ground to help pass Hirst and Foster “fix” legislation and for efforts to ensure city challenges were expressed throughout the process.

“This award recognizes the unique partnerships created to address the complex water resource issues that faced our state these past few years,” the AWC announced.

BIAW President Kevin Russell says of the award, “We are honored to be an AWC award recipient along with all of the other partners. BIAW is pleased that we were able to find common ground and a mutually agreed to fix for the Hirst and Foster decisions.” 

“The importance of the Hirst Fix cannot be overstated,” adds MBAKS Interim Director of Government Affairs Mike Pattison. “Without the hard work of so many dedicated partners, entire family savings and hopes would have been wiped out.”
